The ReCAAP ISC is staffed by international as well as local staff, and headed by the Executive Director, Mr Yoshiaki Ito. Prior to being appointed Executive Director by the Governing Council, Mr Yoshiaki Ito was a minister at the Permanent Mission of Japan to the United Nations. Mr Yoshiaki Ito is assisted by LTC(Retd) Nicholas Teo, the Deputy Director of the ReCAAP ISC.
